Horseshoe Lake Public Inland Lake Protection Rehabilitation District Commissioner Meeting

Meeting Date: January 9, 2021 at Beaver Town Hall

Call to order at 9:00 AM by Commissioner Steve Eichman with all commissioners in attendance.

Minutes of the annual meeting were presented and approved. They will be posted on hlake.org website. [posted]

Financial Report
Current balances are: $13,832.86 in Lake District Checking plus $12,612.68 in two CDs. When our $10,000 CD matured in November - we set up a 12-month CD for $5000 (at 0.40%) and moved the rest to checking (because if we have over $10,000 in checking, we get 0.20% on all of that). That leaves our $12,500 contingency fund all in CDs and makes the rest of our cash available if we need it to pay grant related expenses before we get more reimbursement (without give up much interest). In January, we will also receive checks from the Town of Almena and Town of Beaver for the first 2020 tax payments. Report approved.

In addition - at the recommendation of the Treasurer, the board passed a motion to do an annual self-audit by two lake district members not on the board plus one board member (other than the treasurer). No concerns, just a good business practice. The plan would be to do this each spring.

Sanitary System Update
Tom reported that the Village of Turtle Lake is in a holding pattern with their planning process right now as they are waiting for the local industries to project their estimated needs from a new system. They cannot move forward with any planning until that is complete. So nothing to report yet at this time.

2020-21 Planning grant
In the next 30 - 45 days, we should have results of the Whole Lake Plant survey complete last summer. The fall HWM bed mapping showed very little milfoil, so we may not need to treat in 2021. We plan to a schedule a volunteer removal day in June as part of an educational event. Addition planning of summer Lake District activities (grant related, boat landing and social) will be done at the March commissioner's meeting.

Clean Boats/Clean Waters Grant.
We submitted a 2021 Clean Water/Clean Boat grant application. Whether we get it or not, we need to find volunteers to help do inspections at the boat landing next summer. Anyone interest in being the coordinator or co?coordinators should contact Joe Waldo.

Other Concerns
Have had people express concerns about the amount clutter at some properties along Cty T, which are visible now that trees are down. Will pass these concerns related to possible environmental and zoning violations onto Polk County Zoning.

We are still planning to complete the update of the lake directory information this spring.
